by the request to pull you off now that it is before the committee i am proud that you and supervisor avalos are on as co-sponsors and the point that you made about youth organizations and we did also have the department of children youth and their families as a key part of this and that is an effort that the young people are aware of the resources around them. this is one piece of raising awareness of the domestic violence in the workplace and also making sure that people know of all of the resources around them. and another piece of our efforts with the domestic violence and the commission on the status of women is also to strengthen the city's domestic violence by creating clearer department plans, a key point person in each of the departments, to identify the signs of domestic violence and to have action plans. and we are looking at other cities and how they have workplace domestic violence policies and there is a budget analyst report that we will be analyzing soon but i am proud to have you on as co-sponsors because i know of the great work that both supervisor avalos and you. and wha

. >> madame chair and supervisor avalos, yes, that number in our report on page 6 in table 2 does reflect fringe benefit costs. on page 6 we report that the proposed supplemental appropriation ordinance includes funding, requests of five new positions that includes one permanent position and four limited-term positions. and that would be funded as you know from the city's general fund reserve, the controller reported a current balance of $32.1 million, so that approval of this request would result in a balance of $29.6 million. since this request is about $2.6 million. and as noted in table 1 on page 46 our report, the total contract costs of an estimated $12 million. so whereas this request only shows $2 million, the actual or at least the anticipated total contract cost is $12 million and that includes $9 million over six years between the treasurer/tax collector and mani tron manitron and contract of 21 xtech, that would be for $3 million over a five-year period, which is anticipated. and again, if you look at this request, as you know, you are only getting approximately a 6-month req
with the mission ymca, and supervisor avalos's district. we sponsor a food and wine event, any golf tournament in santa cruz; we raised over 1,000,000 dollars of those events. i volunteered to junior achievement of the network for teaching entrepreneurship where i spent time with high school children discussing finance and business. i have become engaged in local event to discuss the future of the district and i recognize their once-in-a-lifetime opportunity facing district 10 and the eastern neighborhoods to create iconic and lasting projects for the overall community. insum , i have a strong desire to serve the committee in his capacity and put the time to understand the issues. whether it is transit improvements to meet the need of rapid development, affordable housing, pdr< more open space, city services, i know tough decisions will have to be made by the board of supervisors and city leadership in years to come. in my nominations met favorably but the committee and the board as a whole i will be pleased to join the cac to assist in those efforts. thank you for your time i appreciate it. >

ann kelly and i are here. thank you. >> thank you. supervisor avalos? >> thank you. mostly i'm interested in seeing how reaching out to the harvest of businesses. and i imagine in my district, places like san bruno as well, many other places there are a lot of businesses that have linguistic needs that we need to have expertise as a city to reach out to. i've actually been out with the folks talking to business leaders as well or businesses, representatives in my district. just wondering when we look at a map of san francisco and we're seeing where we're able to achieve changes to technology within the businesses, are we seeing clusters in certain areas and less so in other parts of san francisco? >> so, the energy watch program that's before you today, it's targeted for small businesses and multi-family buildings. so, when you look at the map for energy watch program, you'll see participation along your business corridors. so, san bruno avenue, mission, you'll see where we've impacted. and then also where the large concentration of businesses are. so, certainly in the downto
in the bart system. >> okay, okay. >> thank you. >> supervisor avalos? >> just a quick question. just a quick question. mr. rose touched upon it, that the feeder agreement, he described i think he said voluntary. and historically how does that agreement come about? no one really describes anything where there is a payment made as voluntary. so, i'm a little bit surprised by that wording and how did this agreement first come about, what was the rationale behind it and policy objective? >> it predates me. back in 1987 there was a decision made regionally that bart should contribute to sfmta for the bringing the riders to the bart system. and, so, it has continued to that date. and as mr. lee said, it was to be raised on the number of connecting riders. but there was i guess the available -- the data was not able to be collected. so, the metropolitan transportation commission changed the formula to be linked to sales tax. which is somewhat reflective of the economy and the level of rider ship and the health of the bay area as the economy does better sales tax goes up, ridership goes up. and as i
reform when we first came to office, the class of 2008, a supervisor avalos pointed out, we had half 1 billion dollars deficit; that is a quarter of the size today. what the pension reform, america's cup, construction cranes along the city, we passed -- when our founding fathers set up our democratic system of government they envision that the legislative branch would not be neat and tidy. it is messy. we balance the community's interest as we meet the challenges today. we still have a lot of work to do. this morning i was almost late to supervisor breed's swearing-in. my bike lights got stolen, then the muny bus was late, and i had trouble catching a cab. together we have much to do. i have literally dozens of friends who have moved from the city after they found a lifelong partner, had a baby, and decided they could not afford to live in the city. together we have to do better at reversing families like and making sure that everyone who wants to gets to live in san francisco. we still have too many young people who are not graduating from high school; too many young peo
campaign most of you know, i had to do a little bit more work than my college did. avalos and chiu. i am proud of that hard work that i and my grassroots, people powered campaign built. it wasn't president it, never before in san francisco has anyone poured 1 million dollars to unseat a supervisor; we sent a strong message to them. the strongly independent, richmond district residents stood with me, and the grassroots powered campaign stood with me and we sent a strong message that the richmond district is not for sale. all the community allies that pounded the pavement, did the campaign work in building our great campaign and committed so much of their time to our historic victory. my campaign team was awesome. the most fun people to be around. i want to acknowledge nicole d'arcy and andrew sin, and dana rivera [sounds like] and my campaign manager, field director, i would like to also use the term "kick ass", the organizers, rabbel rousers, mikey tong [sounds like] and many others. we had a great campaign. i am energized by it and will continue to fight for not only the richm

, avalos - to see what it is that we can do to partner with our private tech sector to ensure that we are opening up and creating a pipeline of jobs whether it is for our students born and raised in san francisco who might not get the type of education to be competitive for these jobs; whether it is adults that i found themselves unemployed in an economy not doing well but need additional training for these jobs. what is it that we can do to partner with the mayor's office in our tech companies to develop programs that would address three different population needs so they can benefit from this growing sector? we have had a remarkable growth in the technology sector. i am proud that their here in san francisco and decided to call san francisco their home. we have seen the momentum in the midmarket area as twitter and yammer and -- have moved into the area. the most important thing is a job pipeline. we want to create jobs in the city but we want to make sure that we are also helping san francisco residents be able to attain those jobs as well. it is through many of these meetings the

[speaker not understood], san francisco mta. this report requests your approval to execute the emission agreement for the current lease between the city and county of san francisco and the downtown parking corporation. by the way of background, downtown parking corporation, a nonprofit entity, was formed in 1955 to assist the city with the construction of the 5th and mission garage. in 1957 the city and the downtown parking corporation entered into a long-term lease by which the corporation maintained the garage day-to-day operations while getting [speaker not understood] oversight and the policy reaction from the mta. the garage has about 2600 spaces and about 25,000 square feet of retail and [speaker not understood] 18 million in annual gross revenues. * generates in july 2012 mta issued revenue bonds which paid off the debt held by the corporation. subsequently the corporation requested that the lease be terminated and [speaker not understood] the duty that they currently have. so, the last few months the mta
